はじめのひとこと
明治五年(1872年)十一月、東京府は違式詿違条例という決まりを定め、その月の十三日から行いました。
してはならないことを、第一条から第四十四条まで並べた決まりです。
In the eleventh month of 1872, the fifth year of Meiji, the Tokyo prefectural government laid down a set of rules called the Ishiki Kaii Jorei, and put them into force from the thirteenth day of that month.
The rules list what people must not do, in forty-four articles, from the first to the last.
そのうち外国人を名指ししているのは、二つの条だけです。
外国人を届け出ずに泊める者と、外国人を勝手に一緒に住まわせる者です。
同じ条例は、願い出ずに床店や葭簀張りの小屋を建てる者も挙げています。
条例は、なぜそれらを禁じるのか、理由をどこにも書いていません。
Only two of those articles name foreigners.
They are: anyone who lets a foreigner stay the night without reporting it, and anyone who privately lets a foreigner live with them.
The same rules also list anyone who puts up a stall or a reed-screen shed without asking permission.
Nowhere do the rules say why these things are forbidden.
