建てる約束は、フランスの周旋、仲立ちで結ばれました。
図案を作ったのは、フランス海軍の技師ヴェルニーです。
Here at the harbour of Yokosuka, the shogunate built an ironworks, later a shipyard.
The agreement to build it was made through the good offices of France.
Its plans were drawn by a French naval engineer, Verny.

元治二年(1865年)の正月、幕府は、フランスの周旋で製鉄所を建てる約定を結びます。
約定書には、こうあります。「佛蘭西國ノ周旋ニ依テ製鐵所ヲ取建ル」。
フランスの周旋によって、製鉄所を建てる、と。
費用は一年におよそ60万ドル、四年で240万ドル。
それを、日本の側が毎年そろえる約束でした。
横須賀の湾の形は、地中海の岸にあるフランスのツーロン湾に似ていました。
そこで製鉄所は、ツーロンの造船所に倣って建てられます。
図案は、フランス海軍の技師ヴェルニーが作りました。
慶応元年(1865年)の九月二十七日、敷地で鍬入れの式が行われ、建設が始まりました。
この造船所は、大正四年(1915年)の時点で、海軍が持つ造船所の中でいちばん古いものでした。
In the first month of 1865, the second year of Genji, the shogunate made an agreement to build an ironworks through the good offices of France.
The agreement reads: "An ironworks shall be built through the good offices of France."
Through France's mediation, an ironworks would be built.
The cost was set at about six hundred thousand dollars a year, two million four hundred thousand over four years.
The Japanese side was to find that money every year.
The shape of Yokosuka's bay resembled that of Toulon, on France's Mediterranean coast.
So the ironworks was built on the model of the Toulon dockyard.
The plans were drawn by the French naval engineer Verny.
On the twenty-seventh day of the ninth month of 1865, the first year of Keiou, the ground-breaking ceremony was held, and construction began.
As of 1915, the fourth year of Taishou, this was the oldest of the dockyards run by the Japanese navy.
Au premier mois de 1865, la deuxième année de Genji, le shogunat conclut un accord pour construire une fonderie par l'entremise de la France.
L'accord dit : « Une fonderie sera construite par l'entremise de la France. »
Par la médiation de la France, une fonderie serait construite.
Le coût fut fixé à environ six cent mille dollars par an, deux millions quatre cent mille sur quatre ans.
C'est le côté japonais qui devait réunir cette somme chaque année.
La forme de la baie de Yokosuka ressemblait à celle de Toulon, sur la côte méditerranéenne de la France.
La fonderie fut donc construite sur le modèle de l'arsenal de Toulon.
Les plans furent dressés par l'ingénieur de la marine française Verny.
Le vingt-septième jour du neuvième mois de 1865, la première année de Keiō, eut lieu la cérémonie du premier coup de bêche, et la construction commença.
En 1915, la quatrième année de Taishō, c'était le plus ancien des arsenaux gérés par la marine japonaise.
