明治の日本は、列国に、不平等な条約を結ばされていました。
そのなかで、先駆けて日本と平等な条約を結んだのが、あなたの国、メキシコでした。
明治二十一年(1888年)のことです。
In the Meiji era, Japan had been made to sign unequal treaties by the Powers.
Among them, the one that led the way and signed a treaty with Japan on equal terms was your country, Mexico.

のちに日本の外務大臣は、国会でこう述べています。
不平等条約を改めたいと明治の政府が頭を痛めていたとき、「先駆けてメキシコが平等条約を締結してくれた」。
メキシコに駐在する日本の大使も、国会でこう説明しています。
列国に不平等条約を結ばされていたなかで、「メキシコのみが平等条約を締結してくれた」。
ただ、外国全体で見て、もっと早い条約を挙げる見方もあります。
明治四年(1871年)に清と結んだ日清修好条規が、外国と初めて結んだ対等な条約だ、と国会で述べた議員がいます。
列国のなかで先駆けたのがメキシコ、外国全体でいちばん早いのが清との条約、という見方です。
The treaty is called the Treaty of Amity and Commerce between Japan and Mexico.

When the Meiji government was struggling to revise the unequal treaties, "Mexico led the way and concluded a treaty on equal terms with us."

Among the Powers that had forced unequal treaties on Japan, "Mexico alone concluded a treaty on equal terms."
But if you look at all foreign countries, some point to an earlier treaty.
One member of the Diet said that Japan's first treaty on equal terms with a foreign country was the treaty with Qing China in 1871, the fourth year of Meiji.
In that view, Mexico led the way among the Powers, and the treaty with China came first among all foreign countries.
El tratado se llama Tratado de Amistad y Comercio entre Japón y México.

Según esa visión, México se adelantó entre las potencias, y el tratado con China fue el primero entre todos los países extranjeros.
