この山手公園の地所は、明治四年（1871年）五月四日付の地券で、外国の居留民のために貸し渡されました。
地券は、この地所六千七百十八坪を樹木ごと各国の領事に貸し、「公けの遊園」に供すると定めています。
The ground of this Yamate Park was leased out for the foreign residents by a land deed dated the fourth day of the fifth month of the fourth year of Meiji (1871).
The deed leases this ground of 6,718 tsubo, together with its trees, to the consuls of the various nations, to be made a "public pleasure-ground."
地券を出したのは神奈川県の権知事で、日本政府に代わってのことでした。
もとになったのは、1866年12月29日に江戸で決めた約書です。
地代は、百坪につき年に六ドル。
総計メキシコ銀四百三ドル八セントを、居留民が毎年前払いすることになっていました。
地券の言葉は、こうです。「毎年の地租は百坪に付六弗宛にして總計墨是哥銀四百三弗八セントの額を居留の人民より年々前拂に致へし」
明治二十二年（1889年）以降の内務省の調べでは、山手の居留地の借地料は、百坪につき年に十二ドルです。
下手の居留地は、二十七ドルあまりでした。
調べた年は違いますが、額だけを並べると、公園の地代は山手の居留地の借地料の半分です。
The deed was issued by the acting governor of Kanagawa Prefecture, on behalf of the Japanese government.
It was based on an agreement concluded in Edo on December 29, 1866.
The rent was six dollars a year for every hundred tsubo.
The residents were to pay the total, 403 dollars and eight cents in Mexican silver, in advance every year.
In the words of the deed: "The annual ground rent shall be six dollars per hundred tsubo, a total of 403 dollars eight cents in Mexican silver, to be paid in advance every year by the resident people."
In a survey by the Home Ministry from the twenty-second year of Meiji (1889) onward, the rent for the Yamate settlement was twelve dollars a year per hundred tsubo.
For the Shitate settlement, it was more than twenty-seven dollars.
The years of the two figures differ, but set side by side, the park's rent is half the Yamate settlement's rent.
