この九段坂の下に、安政二年(1855年)、幕府の洋学の役所が置かれました。
はじめに教えたのは、オランダ語でした。
その役所で、やがて英語が正式の科目になります。
At the foot of this Kudan Slope, in 1855, the second year of Ansei, the shogunate set up an office of Western learning.
The first language it taught was Dutch.
In time, English became a formal subject at that office.
安政二年(1855年)の正月、「洋学所」の名で、幕府の洋学の役所の準備が始まりました。
『東京外国語学校沿革』は、天文台から独立した蛮書和解御用方が九段坂下に移され、洋学所と名を改めた、と書いています。
翌安政三年(1856年)の二月、この役所は蕃書調所と名づけられます。
生徒は、オランダ語の入門の文法書二冊を教材に、朝の八時から夕方の四時まで、オランダ語を学びました。
安政四年(1857年)の十月、総領事ハリスが江戸に出て、蕃書調所に逗留し、幕府と通商条約の交渉を進めます。
調所はハリスの宿に選ばれたために、開いてほどなく移転を強いられた、と研究者の茂住實男は書いています。
幕府の文書が引く条約の文言は、英国の外交官と領事から日本の役人への公の書状を、これからは英語で書く、と定めていました。
調印から五年のあいだは、日本語かオランダ語の訳を添える、と。
英国の公使の申し出を受けて、調所の生徒を、公使の宿へ稽古に遣わすことになりました。
けれども先に遣わした生徒は、年齢などが先方の考えに合わないとして、戻されています。
万延元年(1860年)の八月、千村五郎と竹原勇四郎が英語の教授に任じられ、英語が正式の科目になりました。
同じ年、調所は九段下から小川町へ移ります。
文久元年(1861年)には仏語を、翌年には独語と露語を、教える言葉に加えました。
そして文久二年(1862年)、一ツ橋門外に新しい校舎を建て、名を洋書調所と改めました。
In the first month of 1855, the second year of Ansei, preparations began for a shogunate office of Western learning, under the name "Yogakusho."
The history of the Tokyo School of Foreign Languages writes that the translation office for barbarian books, made independent of the observatory, was moved to the foot of Kudan Slope and renamed Yogakusho.
In the second month of the following year, 1856, the office was named the Bansho Shirabesho, the Institute for the Study of Barbarian Books.
The students studied Dutch from eight in the morning until four in the afternoon, using two introductory Dutch grammar books.
In the tenth month of 1857, Consul General Harris came to Edo, stayed at the Bansho Shirabesho, and pressed on with the treaty negotiations with the shogunate.
Because the institute was chosen as Harris's lodging, the scholar Mozumi Jitsuo writes, it was forced to move soon after it opened.
The treaty wording quoted in a shogunate document said that official letters from British diplomatic and consular agents to Japanese officials would henceforth be written in English.
For five years from the signing, a translation into Japanese or Dutch was to be attached.
At the request of the British minister, students of the institute were to be sent to the minister's lodging to study.
But the students sent earlier were returned, their age and other things not matching what the British side had in mind.
In the eighth month of 1860, the first year of Man'en, Chimura Goro and Takehara Yushiro were appointed teachers of English, and English became a formal subject.
That same year, the institute moved from the foot of Kudan to Ogawamachi.
In 1861 it added French to the languages it taught, and German and Russian the following year.
And in 1862, it built a new school outside the Hitotsubashi Gate and changed its name to the Yosho Shirabesho, the Institute for Western Books.
