この上野の山が、人々に開かれたばかりのころのことです。
開いてすぐ、東京府は政府に一つ問い合わせをしています。
馬に乗ったまま、山の中を歩かせてよいか。日本人だけでなく、外国人も来るので、と。
This is from the days when the hill of Ueno had only just been opened to the public.
Soon after it opened, the Tokyo prefecture put a question to the government.
May people ride through the hill on horseback? Not only Japanese, it said, but foreigners too will be coming.
明治元年（1868年）の五月十五日、政府の軍が、この山で彰義隊を討ちました。
山の中の堂の多くが、そのとき兵火、戦の火にかかっています。
翌年の二月十三日、東京府は、山の中に建てる札を四枚、急いで作らせました。
「當山の櫻樹、一枚たりとも折へからさるもの也」。
この山の桜は、一枚たりとも折ってはならない。
翌十四日から、上野の参詣と花見が許されます。
「日每に遊觀多し」と記録は書いています。日ごとに、見て回る人が多かった。
二月二十二日、東京府は政府の弁事に問い合わせました。
馬に乗ったまま山の中を歩いてもよいか。
「右ハ御國人而已ニ不限、外國人モ罷越候義ニ付」。
日本人だけでなく、外国人も来るので、心得を知っておきたい、と。
答えはその日のうちに出ています。差し支えない。
翌二十三日、東京府は、三つの箇条を諸藩や兵隊に知らせたい、と申し出ました。
山の中で刀を抜かないこと。喧嘩や口論を慎むこと。
桜の枝も、ほかの木の枝も、折り取らないこと。
徳川家や諸藩の墓所に、立ち入らないこと。
けれども、政府の答えは違いました。
布達するほどのことではない。山の入口ごとに、制札、立て札に書いて掲げておくほうがよい、と。
外国人が実際にこの山へ来たのかどうかは、この記録からは分かりません。
On the fifteenth day of the fifth month of the first year of Meiji, 1868, government troops attacked the Shougitai on this hill.
Many of the halls on the hill were lost to fire in the fighting.
On the thirteenth day of the second month of the following year, the Tokyo prefecture had four signboards made in haste, to stand on the hill.
"Not a single leaf of the cherry trees on this hill is to be broken off."
Not one leaf of these cherries was to be picked.
From the next day, the fourteenth, people were allowed to visit the temples and view the blossoms at Ueno.
"Many come to stroll and look, day after day," the record says.
On the twenty-second, the prefecture wrote to the government office in charge, the Benji.
Might people go about the hill on horseback?
"For not only our own people, but foreigners as well, will be coming."
It wished to know how to handle this.
The answer came the same day: there was no objection.
On the twenty-third, the prefecture proposed that three rules be sent out to the domains and the troops.
No drawing of swords on the hill, and no quarrels or brawls.
No breaking off branches of the cherries, or of any other tree.
No entering the graves of the Tokugawa or of the other domains.
But the government's answer was different.
This was not worth a formal decree. It would be better to write it on signboards at each entrance to the hill.
Whether any foreigners actually came to this hill, the record does not say.
