お客様がいま立っているこの上野の山は、明治のはじめ、学校の話と公園の話が、相次いで持ち上がった場所です。
明治六年(1873年)、文部省は、この山に学校を建てても、公園は設けられる、と書きました。
学校と公園の、両方が立つ、という書き方でした。
This hill of Ueno, where you are standing, was a place where talk of a school and talk of a park came up one after the other.
In 1873, the sixth year of Meiji, the Ministry of Education wrote that even with schools built here, a park could still be set up.
Its words were that both, the school and the park, could stand.
その文書は、明治六年(1873年)四月九日、文部卿の大木喬任が、政府の正院へ出したものです。
文書は、まずこう書きます。
この山を差し出すよう命じられた、その御用が何かは、承知していない。
けれども、公園を設けることについては、少し前に政府から問い合わせがあった。
もし、その公園のために、この山が要るのなら。
学校をいくつ建てても、山は広いので、差し支えないように、どのようにでもなる。
木々のあいだには、あちこちに空き地がある。
だから、おのずと公園も設けられるだろう。
実地を調べ、指図に従って「兩全之處分」、両方が立つように取り計らいたい、と。
学校を建てたい文部省が、同じ文書の中で、公園と両立させると申し出ていたのです。
The document was sent on the ninth day of the fourth month of the sixth year of Meiji, 1873, by the Minister of Education, Oki Takato, to the Council of State.
It begins like this.
We do not know for what purpose this hill has been ordered to be given up.
But on the matter of setting up a park, the government asked us about it a short while ago.
Suppose the hill is needed for that park.
However many schools are built, the hill is wide, and it can be arranged in any way so that nothing gets in the way.
Among the trees there are open spaces here and there.
So a park could be set up there quite naturally.
We will survey the ground and, following your orders, arrange things "so that both may stand."
The Ministry that wanted to build schools here was offering, in the same document, to let a park stand beside them.
