お客様がいま立っているこの上野の山の中に、寛永寺の本坊の跡がありました。
明治のはじめ、その土地は陸軍省に渡されていて、文部省が、譲ってほしいとたびたび掛け合っていました。
学校を建てるのに、どうしても要る、というのです。
Here on this hill of Ueno, where you are standing, lay the site of the main hall of Kan'eiji temple.
In the early Meiji years, that land had been handed to the Army Ministry, and the Ministry of Education asked again and again to have it.
They needed it, they said, to build their schools.
文部省が政府に出した伺書は、こう書いています。
学制、学校の制度が出されてから、東京の一番中学の生徒をはじめ、学業が進み、専門の学科へ進もうとする者が次々に出てきた。
理科・法科・文科などの専門学校も、追々建てることになる。
明治五年（1872年）七月には、一番中学の教師たちが、駿河台一帯を渡してほしい、と申し出ていた。
けれども駿河台には屋敷が多く、たやすくは明け渡させられない。
そのうえ木がとても少なく、土地の質も十分でない。
しかも理学校は、医学と離れられない。上野の山に設けなければ、ほかに良い土地は見当たらない。
これまでに渡された場所だけでは、専門の学校は建てられない。
そこで、陸軍省に渡されていた本坊の跡を譲ってほしいと、たびたび掛け合ってきた。
けれども、どうしても納得してもらえず、やむなく今日まで待ってきた。
建てるのは、もう差し迫っている。この際、寛永寺の本坊跡もあわせて、文部省に渡してほしい、と。
The Ministry of Education wrote to the government as follows.
Since the school system was proclaimed, students, starting with those of Tokyo's First Middle School, have made steady progress, and more and more wish to go on to specialized study.
Schools of science, law, letters and other fields will have to be built one after another.
In the seventh month of the fifth year of Meiji, 1872, the teachers of the First Middle School asked for the whole of the Surugadai district.
But Surugadai is full of residences, and they cannot easily be cleared.
On top of that, it has very few trees, and the soil is not good enough.
And a school of science cannot be kept apart from medicine. Unless it is set up on the hill of Ueno, no other suitable land can be found.
With only the places handed to us so far, the specialized schools cannot be built.
So we have gone to the Army Ministry again and again, asking them to give up the site of the main hall, which had been handed to them.
But they would not agree, and we have had no choice but to wait until today.
The building can wait no longer. We ask that the site of the main hall of Kan'eiji be handed to our Ministry as well.

兼テ陸軍省ヘ御渡有之本坊跡讓受度、屢同省エ懸合ニモ及候得共、何分納得之場合ニ至リ不申、無餘義今日迄猶豫罷在候得共
築造之義モ最早切迫ニ及候ニ付、此節寛永寺本坊跡併セテ當省ヘ御渡相成候樣仕度奉存候。右等之次第ニ付テハ今般更ニ實地取調、繪圖面ヲ以經界等可伺出奉存候
