この増上寺の境内は、かつて「軍事必要ノ地理」、軍事に必要な土地と呼ばれていました。
そう書いているのは、兵部省という軍の役所と、東京府が結んだ取り決めです。
境内は軍が管轄し、僧と建物だけが東京府の支配に残る、と決められました。
The precincts of this temple, Zoujouji, were once called "ground necessary for military purposes."
Those words appear in an agreement between the Hyoubushou, the Ministry of Military Affairs, and the Tokyo prefecture.
The grounds were put under the military, and only the monks and the buildings were left to the prefecture.
取り決めの日付は「辛未十月」。兵部省と東京府のあいだで、五つの箇条が決まりました。
一つ目。「芝增上寺境內ハ軍事必要ノ地理ニ付、兵部省ニ管轄スベキ事」。
境内は軍事に必要な地理なので、兵部省が管轄する。
二つ目。住む僧と、寺や寮の建物は、東京府の支配とする。
三つ目。兵部省が寺や寮を借りたいときは、東京府へ申し出る。
四つ目。建物の取り壊しは東京府が許す。山林を伐り払ったり、土地を切り開いたりするには、兵部省の許しが要る。
五つ目。境内に店を開くときは、東京府から兵部省へ申し出る。
兵部省は、東京府への申し入れで、こう書いています。
この境内は、去る戊辰の年から、陸軍の兵隊の屯所、詰め所の準備として、兵部省が管轄してきた。
けれども寺の僧たちは、東京府の所轄である。
それで自然と、二つの役所が支配する形になって、都合が悪い。
そして、こう続けます。
「當府下西南ノ要街、將來ハ必ズ陸軍不可缺ノ地利有之候」。
この土地は東京の西南の要の場所で、この先きっと、陸軍に欠かせない地の利がある。
だから、この一帯をあらためて兵部省の管轄にしてほしい、と。
なぜ西南なのか、何に備えていたのかは、書かれていません。
兵が実際にここに置かれたのかも、この記録からは分かりません。
The agreement is dated "Shinbi, tenth month." Between the ministry and the Tokyo prefecture, five articles were settled.
One: "The precincts of Shiba Zoujouji, being ground necessary for military purposes, shall be under the Ministry."
The grounds are needed for the military, so the ministry is to have charge of them.
Two: the resident monks, and the buildings of the temples and lodgings, come under the Tokyo prefecture.
Three: when the ministry needs to borrow temple buildings, it shall notify the prefecture.
Four: the prefecture permits pulling buildings down; clearing the woods or breaking new ground needs the ministry's permission.
Five: when shops are to be opened in the grounds, the prefecture shall notify the ministry.
In a letter to the prefecture, the ministry wrote this.
Since the year Boshin, these grounds have been under the ministry, held in readiness as quarters for army troops.
But the temple's monks came under the Tokyo prefecture.
So, naturally, two offices ruled the one place, and that was inconvenient.
And it went on:
"A key place to the south-west of this city, which in future will surely give the army an advantage it cannot do without."
This land lies at a key point south-west of Tokyo, and in future will surely be indispensable to the army.
So it asked that the whole area be placed under the ministry anew.
Why the south-west, and against what, the record does not say.
Nor can we tell from it whether troops were actually stationed here.
