はじめのひとこと
お客様がいま立っているこの上野の山で、明治のはじめ、陸軍省は土地を広げようとしていました。
明治六年（1873年）の一月、東京府は、その求めにすぐには答えられない、と返しています。
そのとき挙げたのが、公園の布告でした。
Here on this hill of Ueno, where you are standing, the Army Ministry was trying to take in more land in the early Meiji years.
In the first month of 1873, the sixth year of Meiji, the Tokyo prefecture replied that it could not answer that request right away.
The reason it gave included an order about public parks.
始まりは、徳川家が陸軍省に差し出した土地の、図面の食い違いでした。
壬申（1872年）の十一月二十八日、陸軍大輔の山県は、東京府に書き送ります。
図面の食い違いは、徳川の家令たちの手落ちだった。
そのうち明王院の門前の土地は、陸軍省にどうしても要る場所なので、引き渡してほしい、と。
徳川家の家令の代わりの者も、東京府に届け出ています。
その土地は府の持ち地だったのに、調べずに引き渡してしまった。
掛かりの者が調べなかったための行き違いだ、と。
年が明けた明治六年（1873年）一月十八日、陸軍省は「于今何等御回答無之」、いまだに何の返事も無い、と催促します。
翌十九日、東京府はこう答えました。
「第十六號御布告公園之見込も有之、旁御即答いたし兼候」。
第十六号の御布告の、公園の見込みもあることなどから、すぐには答えかねる、という意味です。
その御布告がどれなのか、この書面は日付も題も書いていません。
明王院の門前の土地がそのあとどうなったかも、この一連の書面には書かれていません。
It began with a mismatch in the map of land the Tokugawa family had given to the Army Ministry.
On the twenty-eighth day of the eleventh month of 1872, the year of mizunoe-saru, the Army's Vice-Minister Yamagata wrote to the Tokyo prefecture.
The mismatch in the map, he said, was the carelessness of the Tokugawa stewards.
Of the land in question, the ground in front of the Myooin temple was essential to the Army Ministry, so he asked that it be handed over.
A deputy for the Tokugawa steward also reported to the prefecture.
That land had belonged to the prefecture, but it had been handed over without checking.
It was a mistake by the officials in charge, who had not looked into it.
When the new year came, on the eighteenth day of the first month of 1873, the Army Ministry pressed again: there had still been no answer at all.
The next day, the nineteenth, the prefecture replied.
There was also the prospect of a park under Order Number Sixteen, and for this and other reasons it could not answer right away.
That is what the reply meant.
The reply does not give the date or the title of that order.
Nor does this series of papers say what finally became of the land in front of Myooin.

右地先キ明王院門前地所之義ハ御府御持地之處、其節陸軍省ヨリ御下ケ相成候繪圖面朱引之內ニ有之候趣、不取調ニテ御引渡仕候／右ハ全ク懸リ之者不取調ヨリ行違相成候段申上
上野山內御省御用地續御圍込之義ニ付、再應御掛合之趣致承知候。然ルニ同所之義ニ付テハ、第十六號御布告公園之見込も有之、旁御即答いたし兼候間、左樣御承知有之度、此段及御答候也。／明治六年一月十九日
