Here on the hill of Ueno, below the Great Buddha, stood what was called the "Foreign Teachers' House."
A government letter survives complaining that it had no fence around it.
At the time, the Tokyo prefecture was surveying this hill to lay it out as a park.
On the twenty-seventh day of the eighth month of the sixth year of Meiji, 1873, the Ministry of Education wrote to the Tokyo prefecture.
"The Foreign Teachers' House below the Great Buddha at Ueno has no enclosure, and is very poorly kept in order."
There was no fence around it, and nothing could be kept under control.
So it asked to put up a bamboo fence around it, as shown on the attached plan.
The prefecture answered on the second day of the ninth month.
That ground, as already agreed, was to be handed over to the prefecture.
Until then, there was no objection to a fence.
But once the survey for the park facilities was done, it might ask for the handover within a few months.
In the tenth month, a site was sought for building new living quarters for the teachers' house.
No suitable place was found, so the plan was to build one within the Shikendera temples, on the east side of the same hill.
The record says that when the Kaneiji temple was consulted, it raised no objection at all.
This hill had been chosen as the site for the medical school and hospital in the fifth month of the third year of Meiji, 1870.
In the fourth month of the sixth year of Meiji, 1873, the Ministry of Education wrote that it had repeatedly sought approval for building the medical school on this hill.
"Already four teachers' houses have been built," it adds.
The Ministry of Education's annual report explains what was wrong with the school's old site.
It was damp and dirty, and pressed against a crowded row of shops, unfit for a school and hospital.
The same report also records the teachers.
In the eighth month of the fourth year of Meiji, 1871,
teachers of medicine arrived, "hired through a request to the government of Fukoku", that is, Prussia.
Their names are written "Miyurureru" and "Hofuman". Lectures began, and anatomy was taught.
In the seventh month of the sixth year of Meiji, 1873, a teacher of anatomy written "Teniitsu" arrived from Fukoku.
With that, a special course in anatomy was opened.
But neither record says where these teachers lived.
Nor does either say who lived in the teachers' house below the Great Buddha.
